In this fourth installment of the Dirty Harry series, Harry is banished from San Francisco due to a feud with a crime boss. He visits a small ocean town for a break, only to find it plagued by brutal murders.
Harry meets Jennifer Spencer, a young artist filled with rage after her sister’s rape. As he investigates, Harry finds out Jennifer also seeks revenge on her attackers due to a flawed justice system.
